US Embassy JakartaThe U.S. Embassy in Jakarta is seeking an individual for the position of Civil Engineer in the Overseas Building Operation (OBO) office, Export Control and Related Border Security (EXBS) Program Assistant in the Economic Section, Payroll Liaison / Voucher Examiner in the Financial Management Center, Guard Supervisor (Deputy Commander) in Regional Security Office (RSO), Administrative Clerk in the Human Resources Office, and Guard (Sergeant) in Regional Security Office (RSO).

Civil Engineer

Basic Function of Position

  • The Civil Engineer shall be directly responsible to the American Civil Engineer who is responsible to the OBO Project Director (PD) on site. The Civil Engineer shall provide construction management and engineering services in support of a $330 million dollar construction contract. Services include civil and structural engineering for the direction and control of the planning, design, construction, and inspection for the Compound Swing Space (CSS) and New Embassy Compound (NEC) projects. The Civil Engineer will maintain a quality insurance program and inspect all construction activities daily. He/ She shall be capable of working independently. Overtime and weekend work will be occasionally required.

Qualifications Required

  • Bachelor's degree in Civil / Structural Engineering is required.
  • At least 10 years experience in design and/or construction of structures is required, at any level. This could include work as a project engineer or project manager.
  • Level 4 (Fluent) speaking / reading / writing in English and in Bahasa Indonesia are required. Language proficiency will be tested.
  • Must have detailed knowledge of the construction industry, engineering principles, different building materials and their appropriate uses under varying circumstances and conditions. Advanced knowledge of construction building codes and construction practices is required. The job holder is an engineer.
  • Must have an advance software knowledge of MS Project, MS Office (MS Excel, MS Word, MS PowerPoint), and knowledge of AutoCAD and graphic editor software (e.g. Photo Shop). Must be able to use a computer for word processing, spreadsheets, and other applications as required. Able to assist in preparing cost estimates for changes to the construction contract.
  • Salary: Ordinarily Resident: Rp. 187,271,861- p.a. (Full performance starting salary)

EXBS Program Coordinator

Basic Function of Position

  • This is a professional level position responsible for supporting the programmatic efforts of the Export Control and Related Border Security (EXBS) Program for Indonesia. The incumbent will arrange and assist the EXBS advisor with high-level host country officials meetings to determine outreach, training and equipment needs. He/she will be responsible for budgetary matters, including bookkeeping, procurement and compiling monthly and on-going budget reports for review by the EXBS Advisor. His/her duties and responsibilities include administration and logistics of training events to be conducted locally and abroad; interpreting for EXBS Advisor and high level delegations; completing translations of oral and written communications and supporting the liaison between the EXBS Advisor and a variety of host government entities. The EXBS Program Coordinator monitors and provides valuable local development inputs to EXBS Advisor reports that affect the EXBS Program.

  • Bachelor's in Economics, Public or Business Administration is required.
  • At least three years of progressive responsible experience in an administrative or basic financial management environment is required. Must have procurement, bookkeeping and record keeping experience.
  • Level 4 (Fluent) speaking / reading / writing in English and Bahasa Indonesia are required. Language proficiency will be tested.
  • Must possess a basic knowledge of the Ministries and Agencies in the Government of Indonesia involved in trade security and missions of U.S law enforcement agencies, criminal justice organizations, foreign affairs ministries. Must have basic knowledge of GOI Customs, law enforcement procedures, legal, political, economic and other factors that may impact the trade security. Must have basic knowledge of administrative procedures, such as, maintaining records and establishing filing systems. Thorough understanding of history and government of Indonesia.
  • Must have computer skills (office applications software, including word processing, spread sheet application, and presentation slides). Strong organizational skills are required. Must be able to deal effectively with people within and outside the US Embassy. Must have the ability to initiate, plan, organize and manage a project with limited guidance. Must be able to prioritize assignments. Must be able to work under pressure, to deal with overlapping tasks. Must be able to work independently when the EXBS advisor is not at the post. Must be able to travel internationally and work outside of office hours.

Payroll Liaison / Voucher Examiner

Basic Function of Position

  • Working under the supervision of the Supervisory Voucher Examiner, the incumbent serves as Payroll Liaison and primary Timekeeper (T&A) of US Mission in Indonesia. His/her responsibilities as Payroll Liaison include, but are not limited to, handling payroll matters for American as well as Foreign Service Nationals (Locally Employed Staff) for all agencies in Indonesia (Jakarta, Medan, Surabaya, and Denpasar). As a Voucher Examiner, his/her responsibilities include, but are not limited to, reviewing, examining, and auditing vouchers and other miscellaneous claims for payments. S/He assures that the claims submitted are in settlement of legitimate obligations incurred in compliance with established regulations, makes and responds to inquiries from employees/vendors regarding payments, and maintains organized and up-to-date payment files. In the absence of other personnel, this position may need to assist in providing adequate coverage.

  • Must have at least two years of progressively responsible experience in professional Accounting or Finance field as well as experience in using automated accounting software.
  • Level 3 (Good Working Knowledge) speaking / reading / writing in English and Level 4 (Fluent) speaking / reading / writing in Indonesian language are required. Language proficiency will be tested.
  • Must have a good working knowledge and understanding of professional accounting principles, theories, practices, and terminologies and laws, regulations, and procedures governing financial management.
  • Must have skills and abilities in keyboard / data entry, numerical, IT software, and communications.
